Hernán Noguera has the dubious distinction of being linked to a company that has received more state contracts than any other army general. The 47 contracts awarded to Asociación Cooperativa Andina de Festejos, a catering company where Noguera sits on the board, included clients such as government ministries, the national customs authority, and a public bank called Banco del Tesoro.
