Gennady Timchenko is one of the
richest and most powerful men in Russia. His friendship with Russian President Vladimir Putin dates back to the early 1990s, when he was an oil trader in St. Petersburg. Timchenko has been accused of fronting for Putin’s personal wealth, though he says they are just judo partners.
Timchenko became a multi-billionaire working closely with state-owned companies in Russia’s lucrative oil and gas sector. His engineering and construction company, Stroytransgaz, has built multiple export pipelines for Russia’s oil and gas, including the
Nord Stream pipeline through Europe.
Timchenko has also been one of the biggest beneficiaries of Moscow’s long-running economic ties with Syria, winning contracts to build part of a gas pipeline from Egypt and two major gas processing plants. After Russian military intervention helped turn the tide of Syria’s civil war in favor of Assad’s regime, two more Stroytransgaz-linked companies secured a foothold in the phosphates sector — one of the most profitable assets still under government control.
One of them, Stroytransgaz Engineering, was a subsidiary of Stroytransgaz until 2018, when Timchenko appears to have taken steps to distance himself from the Syrian phosphate trade. Experts say this might be part of an effort to circumvent U.S. and EU sanctions on Syria, as well as sanctions imposed on himself and Stroytransgaz after Russia’s annexation of Crimea.
In 2018, Timchenko sold Stroytransgaz Engineering to two Moscow-based shell companies, Photon Express and Eneriya Antaresa, whose owners are unclear. The following year, Stroytransgaz Engineering won contracts to operate three state-owned Syrian fertilizer factories outside Homs and Tartous, which serves as the departure point for most phosphates exports.
Despite the distance on paper from Timchenko, the deal was widely seen as payback for Russia’s military help. In an analysis for the Russian International Affairs Council, Igor Matveev, a former Russian diplomat in Damascus, wrote that the deal “could help recoup the money spent on the military operation in Syria by mining valuable minerals on exclusive terms.”
Still, Stroytransgaz insists it has no ties to Stroytransgaz Engineering.
“STG Engineering is a separate legal entity and is not part of our group of companies. Just a similar abbreviation of the company name,” Stroytransgaz spokesperson Natalia Kalinicheva told reporters.

Another similarly named company, Stroytransgaz Logistic, won a 50-year contract in 2018 giving it rights to 70 percent of sales revenues from Syria’s largest phosphate mines, near the central city of Palmyra. The rest went to the state-owned Syrian General Company of Phosphates and Mineral Resources (GECOPHAM), a subsidiary of the U.S.-sanctioned Syrian Oil Ministry.
On paper, Stroytransgaz Logistic has no connections to its namesake — it is owned by a Moscow-based company called UK Investfinance, which appears to be a nominee service that manages companies for its clients.
However, several of its senior staff have links to Stroytransgaz that suggest they share more than just a name.
The key figure is a Russian citizen named Igor Kazak, who served as a director at Timchenko’s Stroytransgaz as recently as 2015. That year, he told Syrian media that Stroytransgaz “wants to participate in the reconstruction of Syria.”
Kazak became the head of Stroytransgaz Logistic in 2016, and stayed in the position until mid-2017. He also worked as the general manager of Stroytransgaz Engineering from 2015 to 2020 — well after it had been spun off into a new company, according to corporate records.
Another Russian national, Zakhid Shakhsuvarof, who was Stroytransgaz Logistic’s manager in Syria in 2018, is also currently listed as the manager of Timchenko’s official Stroytransgaz subsidiary in Syria in the Ministry of Economy’s directory of foreign companies.
In addition to the shared personnel, Stroytransgaz Logistic and Stroytransgaz Engineering both share an address with Stroytransgaz in Damascus.
“Certainly, STG Logistic and STG Engineering are subsidiaries of the main company, Stroytransgaz,” said Shaar, the Syrian economist.
No one answered the phone when reporters called the numbers listed for Stroytransgaz Logistic and Stroytransgaz Engineering to seek comment and there were no signs of them or Stroytransgaz at their shared address.
Mercenaries and Profiteers
Few Syrians still live in the villages scattered through the desert surrounding the ancient city of Palmyra, which for years was controlled by the Islamic State jihadist group. Ongoing sleeper cell attacks mean workers are bused in from nearby cities to dig phosphate rock from the local mines.
On the road to the mines sits the headquarters of GECOPHAM, the state-run Syrian company that owns and runs the country’s phosphate mines. According to one employee at the Al-Sharkiah mine, where Stroytransgaz Logistic operates, the Russian company controls exports, while the day-to-day operations remain in the hands of Syrian contractors and laborers.
Stroytransgaz Logistic’s mines produce around 650,000 tons of phosphates a year, although its contract allows for 2.2 million tons to be dug up every year, according to Syrian officials. Once extracted, the phosphates are shipped out in road and railway convoys to fertilizer plants near Homs or to Tartous port.
Along the way, they are protected by private contractors. Those operating in the area include the notorious Wagner Group, linked to pro-Kremlin elite, which has been
linked to the massacre of civilians in Mali and is now believed to be fighting in Ukraine.
Images posted on social media of the phosphate-loading berth at Tartous port, analyzed by OCCRP, also showed a truck with a sign in its front window bearing the name and logo of Syrian company Sanad Company for Protection and Security Services, owned by Assad-linked businessman Ahmed Khalil and a security official named Nasser Deeb. The group began life as a militia fighting alongside Syrian and Russian forces, and won its current contract to protect the mines after evicting Islamic State militants from the area.
The phosphate trade has also enriched a rising class of war profiteers. According to Syria’s company register, Deeb co-owns the Syrian Company for Metals and Investments alongside a prominent regime ally named Khodr Ali Taher.

Taher grew close to the Syrian army’s Fourth Division, led by Assad’s brother Maher, while running a militia in his hometown near Tartous. The U.S. and EU sanctioned him in 2020, accusing him of generating “revenue for the regime and its supporters” including by laundering money “collected illicitly at regime crossings and through looting.”
Taher is also deeply involved in the phosphate industry, according to Syrian researcher Azzam Al-Allaf, who
published a detailed study of the trade for the European University Institute in 2020. Drawing on extensive interviews, Allaf’s research linked Taher both to Sanad and a management company called Sada Energy Services, which oversees workers in Tartous and Homs for Stroytransgaz Engineering.
“Ali Taher and Maher Al-Assad are making fortunes from the phosphate industry,” Allaf told OCCRP. “Their roles extend from the moment the mineral shipments leave the mine and are brought through the desert, up to the export terminal in Tartous.”
Syrian oil and minerals minister Toumeh and the state phosphate company GECOPHAM didn’t respond to emailed requests for comment. Reporters were unable to reach Taher.
After leaving the mines, most Syrian phosphates make their way to the Mediterranean port of Tartous, home to Russia’s main naval base in the country. But, like the Kubrosli-y, many of these trips do not show up in ship tracking data.
OCCRP and its partners followed dozens of shipments of phosphates from Syria to Europe, the Middle East, and North Africa between 2019 and 2022. Using port records, satellite images, and open-source materials, reporters mapped 15 voyages where ships started in the purpose-built phosphate berth in Tartous port before heading to Europe.
Detailed location data available for eight of these journeys shows the ships switched off their automatic identification systems — a tracking service known as AIS — as they approached Tartous. Before doing so, all the ships sent out a notification that their destination was ports in Lebanon, Turkey, or Egypt. They all reappeared on AIS around a week later near Cyprus.
Here’s how one of them, the Maymona, traveled.
“The ship owner doesn’t want anyone to know that his ship is coming from an economically sanctioned country like Syria,” said a Syrian ship captain from Tartous, speaking on condition of anonymity.
The Sierra Leone-flagged Daytona Prime disappeared from AIS systems south of Cyprus while headed in Syria’s direction on Jan. 20, 2019. Satellite images show the ship docked in Tartous two weeks later, where port documents reveal it visited the phosphates berths the following day.
The ship appeared again on AIS south of Cyprus before reaching Romania’s Constanta port on the Black Sea on February 16, the same day that Romanian customs records show a cargo of Syrian phosphates were imported.
Tartous port took most of its recent records offline in June 2020, but more recent phosphate shipments could be identified using open-source and satellite images.
A Honduran-flagged cargo ship called the Sea Navigator disappeared from AIS off the coast of Cyprus on January 4, 2022, and then reappeared heading north before reaching Romania’s Constanta port on January 21. During this time, it appeared in the background of a selfie taken by a worker in the Tartous phosphates berth which was posted to social media.

The International Maritime Organization, the U.N. agency that regulates global shipping, requires ships to broadcast AIS positions at all times, so ships with blackouts like these are problematic. That, in combination with the threat of sanctions and bad publicity, leaves European importers of Syrian phosphates working with ship owners on the legal fringes of the industry.
One of these is Aminos Maritime Ltd, which owns the Kubrosli-y, the ship that reporters noticed turning off its tracker in May last year before delivering phosphates to Ukraine. The ship has also made deliveries of Syrian phosphates to Romania and Greece. Aminos did not reply to a request for comment.
Another ship, the Prince Mouhammad, is owned by a Lebanon-based company whose largest shareholder is owned by relatives of Jihad al-Arab, a contractor close to former Prime Minister Saad Hariri. Last year, Arab was sanctioned by the U.S. for corruption. He did not respond to a request for comment either.
Ibrahim Olabi, a Syrian legal expert who monitors sanctions evasion, said the methods used to dodge sanctions in Syria would likely help Russian companies avoid new sanctions imposed by the European Union and United States over the Ukraine war.
“The Syrian phosphates trade shows why the EU sanctions system is not fit for purpose,” he said. “Sanctions evasion works and it’s not even that difficult.”
The industry’s dubious legality has also given rise to a complex network of proxies and middlemen.
On a busy shopping street in London’s upmarket Kensington neighborhood, a small office above a secondhand clothing store is listed as the address of a British company called Resalper Trading Ltd.
The company sold $450,000 worth of Syrian phosphates to Ukrainian company Prime Organics in August 2020 — the country’s top importer of Syrian phosphates over the past two years — according to Ukrainian customs records. But Resalper Trading reported no financial activities in the year ending in May 2020, and only around $530 in assets that month, according to its most recent filings.
The office in Kensington belongs to formation agents Company Wizard and Quick File. When OCCRP contacted the 29-year-old Ukrainian who founded Resalper Trading in 2019, Ruslan Turkovskyi, he declined to comment.
Ukraine’s imports of Syrian phosphates ballooned from $3 million worth in 2018 to $15 million last year, despite Ukrainian sanctions imposed on Stroytransgaz and Timchenko. Most of those that arrive by sea enter through the Nika Tera port, owned by the sanctioned pro-Moscow oligarch Dmitry Firtash.
Sanctions expert Irene Kenyon, director of risk intelligence at the consultancy FiveBy Solutions, said using shell companies is a common strategy to disguise the fact that sanctioned entities or individuals were benefiting from a trade.
“Even though you might be legally in the right, you’re also giving blood money to a sanctioned human-rights violating regime and a sanctioned Russian oligarch,” she said.
Ukraine’s imports halted after the Russian invasion in February, but the country is far from the only buyer of Syrian phosphates.
In Serbia — Europe’s top buyer of Syrian phosphates in recent years — one importer was a former beauty company called Yufofarm. A Serbian business registry shows the company imported $26.9 million worth of products from Syria in 2021, though it did not specify what they were. Yufofarm declined to comment.
Yufofarm is owned by the business partner of Stanko Popovic, whose agriculture and fertilizer company, Elixir Group bought the Syrian phosphates Yufofarm imported. Elixir Group is the exclusive supplier of phosphoric acid — used to make fertilizers and animal feed — for the local operations of a major French conglomerate called Groupe Roullier.
“If the person you’re buying cargo from isn’t under sanctions then you’re further removed and aren’t necessarily busting sanctions yourself,” a maritime lawyer told OCCRP, speaking anonymously as they were not authorized to talk to the press. “This is the trade version of international money laundering.”
A spokesperson for the French company said it did “not use Syrian phosphate” and strictly complied with all sanctions.
Popovic acknowledged buying Syrian phosphates, which he had done since the 1970s, but told reporters that all his business transactions were legal. “We do not cooperate with any company in Syria on the basis of phosphate imports, or on any other basis,” he said.
Although Greece appeared to have stopped importing Syrian phosphates after the 2018 Politico report, at least four other EU member states — Italy, Bulgaria, Spain, and Poland — quietly resumed imports, OCCRP and its partners found. EU and UN trade data show that Italy started importing in 2020, Bulgaria in 2021, and Spain and Poland earlier this year.

Many of the EU’s imports of Syrian phosphates entered the bloc through Romania. Most of them were handled by two Middle Eastern companies, UAE-registered Blue Gulf Trading and Lebanon-registered Medsea Trading, both of which are owned by Lebanese businessman Afif Nazih Auf. He did not respond to requests for comment.
In Italy, Syrian phosphates are imported by Puccioni Spa, an established Italian fertilizer company. The company confirmed the purchases, but said it dealt with Syrian authorities through a broker, and that it did not work with Stroytransgaz.
In Bulgaria, Syrian phosphates are imported by a small Bulgarian company called Fertix EOOD, which was founded in 2017. Fertix’s managing director, Radostin Radev, has deep connections in Bulgaria’s agriculture industry, after starting his career at Agropolychim, one of the biggest fertilizer producers in the Balkans.
Radev said he had sold some of the Syrian phosphates to EuroChem Agro Bulgaria, a subsidiary of Eurochem Group AG, which is connected to Russian billionaire Andrey Igorevich Melnichenko. Melnichenko, who was sanctioned by the EU and the U.K. for supporting Russia’s war on Ukraine, recently withdrew from the company’s board.
For now, the trade in Syrian phosphates appears to be growing in spite of the many political complexities. Sergiy Moskalenko, director of Dnipro Mineral Fertilizer Plant, a Ukrainian firm that uses Syrian phosphates, told OCCRP that for them the purchases were a practical matter.
“Look, we need to eat,” he said. “In order to eat properly we need to supply the soil with fertilizers and to do this we must purchase the raw materials. To buy them, we unfortunately turn to…” He paused. “We take whatever phosphates are offered to us.”
