The Russian state arms company JSC Rosoboronexport sent about €23 million ($29 million) to Metastar Invest in 2012.
Rosoboronexport describes itself as the only Russian state intermediary in exporting and importing “the entire spectrum” of military products, technologies and services. It is part of the state corporation Rostec, and its director general, Anatoly Petrovich Isaikin, also sits on Rostec’s board.
In 2011 and 2012, Rosoboronexport signed a number of contracts with the Azerbaijani government, including the supply of tanks, rocket launchers and artillery cannons.
